Bër Ǐër Kēä (/bɜ̄ː/ /ɪ̌ɜː/ [formal] [temper]) is a subtropical Town located in the Bāwkyoīä Provence of the Kingdom of Hobben.

The name Bër Ǐër Kēä is derived from the Goblin language, as Bër Ǐër Kēä was founded by Komgur Qraiddund Qhobairk, who was culturaly Goblin.

Climate

Bër Ǐër Kēä has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cool 13°C (55°F). Bër Ǐër Kēä receives an average of 271 cm/y (106 in/y) of precipitation, most of which comes in the form of rain during the summer. Bër Ǐër Kēä covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4432 m (14540 ft) above sea level.

Overview

Bër Ǐër Kēä was founded durring the early 15th century in spring of the year 1411, by Komgur Qraiddund Qhobairk. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Komgur Qraiddund Qhobairk.

Bër Ǐër Kēä was built using the conventions of Goblin durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Bër Ǐër Kēä is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Bër Ǐër Kēä is buildings are built arround a single broad flagstone mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. Bër Ǐër Kēä's timber-based walls are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

A look around Bër Ǐër Kēä is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.

Civic Infrastructure

Bër Ǐër Kēä possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Bër Ǐër Kēä's grid is powered by mana accumulators.

Bër Ǐër Kēä possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.

Bër Ǐër Kēä has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Bër Ǐër Kēä has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Bër Ǐër Kēä is led by one or more incompetents. While they must have been very good at something to have acquired the position, they are fundamentally incapable of leading. Uncontrolled passions or lusts, commitment to a hopelessly impractical ideal, pigheaded obstinacy in the face of failure, a total lack of charisma or interpersonal skills, or profound laziness might all unfit them for their post.

Bër Ǐër Kēä's bank was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

Due to the actions of local Kami, spring is long in Bër Ǐër Kēä.

The Magmin near Bër Ǐër Kēä are known to be quite timid.

Bër Ǐër Kēä's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves line dance to channel Chronomancy energies of tier 2 via oath swearing.

History

In time immemorial, reportedly some time during the late 2nd century a local hero by the name of killed a tyrannical who had controlled Bër Ǐër Kēä for years. The recitation of the hero's story remains a popular tavern and fair tale.
